In my previous letter I merely replied categorically to your queries as to the health and capacity of Sergeant J Harkin to resume his duties in Hong Kong. My reasons for replying in the negative were, the state of his left eye, affected with chronic Ophthalmia, likely to be permanently injured by the sun's rays in that climate, a chronic enlargement of the liver, and his suffering from diarrhoea, which he informed me was his normal condition when in the Colony.
He is physically able to travel to Hong Kong, but would not be able to perform continuous duty there and I do not believe that any extended leave would so improve his condition as to enable him to give satisfactory attention to his ordinary avocation therein.
